Davidson Board of Commissioners Virtual Work Session Tuesday, June 9, 2020

The Town of Davidson Board of Commissioners will hold a virtual works session on Tuesday, June 9, 2020 at 6:00 pm through the Zoom virtual platform and streamed live on YouTube. The meeting is agenda online – http://townofdavidson.org/73/Meeting-Agendas-Minutes

Summary: Town staff and the board of commissioners will continue to discuss the Town of Davidson COVID-19 response and how to protect the public health in Davidson.

  1. DISCUSSION –Items for discussion are typically when the board will engage on a topic and no vote is planned.
  1. Consider Approval of FY2020-2021 Budget Ordinance, Capital Investment Plan, and Fee Schedule, Piet Swart, Finance Director

Summary: The board will consider approval of the FY2020-2021 Budget Ordinance, Capital Improvement Plan and Fee Schedule. Additional information regarding the FY2021 budget can be found on the town’s website: http://townofdavidson.org/1290/Fiscal-Year-2020-21-Budget

The budget was presented to the board on May 12, 2020 and a public hearing was held on May 26, 2020.

  1. Discuss Charlotte Water waterline extension project

Summary: Charlotte Water, the utility that provides public water and sewer services to properties within the city limits of Davidson is proposing a water line extension project. There are two aspects of the project; the first is the replacement of the existing water line in town to improve the current system within the city limits and secondly, building upon that upgrade is the ability to extend a water line north from the city limit line to the Davidson Pointe neighborhood, which does not currently have water service provided by Charlotte Water. This water line extension request was discussed by the board at the February 11, 2020 and February 25, 2020 board meetings.

At the February 25 board meeting, the board instructed staff to work with Charlotte Water on the question of the potential for a connection rather than an extension to the adjacent large tract and to provide an opportunity for input from the Davidson Pointe neighborhood.  The virtual meeting with the Davidson Pointe HOA representatives, Charlotte Water, developer, and Town of Davidson fire chief to discuss the waterline extension is set for June 16th.  Town staff and Charlotte Water are finalizing a response on the connection question and staff will provide an update.

In regards to schedule, CLT Water has informed staff that a decision by the town on the extension to Davidson Pointe needs to be made in June as they plan to approve the contract in July.  This item is for discussion only and the town board will be asked to consider approval of the water line extension at the June 23rd Board meeting.

  1. Consider Approval of Resolution 2020-08 to appoint new Continuum Board Members, Jamie Justice, Town Manager

Summary: Due to the recent sale of the Continuum cable system, several members of the board of directors have resigned. The Continuum Board of Directors still need to approve an audit and take other actions to close out the business. The towns of Mooresville and Davidson have determined that new appointments need to be made to the Board of Directors. The board of commissioners is asked to consider approval of Resolution 2020-08 to nominate and approve at-large voting directors to the Continuum Board and authorize the CEO and/or interim CEO and other officers of Continuum to perform and cause Continuum to perform all actions necessary to effect the close out of the business.
